Santiam Canyon School District has worked with ZCS Engineering over the past several years. Please accept this letter as a recommendation for the structural and civil engineering services of ZCS Engineering, Inc. ZCS Engineering, Inc. provides the Klamath Falls City Schools with(.) Lincoln County School District has worked with ZCS Engineering on our initial Seismic Grant retrofit application.

They, then engineered the Toledo High School gymnasium retrofit project.

ZCS Engineering, Inc. was founded by Richard Zbinden in 1978 in Klamath Falls, Oregon as Zbinden Engineering.
Dick was an engineering professor at Oregon Institute of Technology at that time.
One of his goals with Zbinden Engineering was to be able to provide students with jobs and real world engineering experience while they were still attending school.
Russ Carter, a graduate of Oregon Institute of Technology, joined Dick at Zbinden Engineering in 1989.
In 2001, he and Dick formed Zbinden Carter Engineering, Inc. which eventually became ZCS Engineering & Architecture after continued expansion.
Russ, among many other ZCS employees, attended Oregon Institute of Technology located in Klamath Falls, Oregon and graduated in 1990.
Russ has 31 years of construction and engineering industry experience, and has helped ZCS become the company it is today.
He joined ZCS in 1989, then Zbinden Engineering, and was one of only three employees at the time.
He has grown from technician to project engineer, to eventually the president and CEO of ZCS.
His academic background is diverse in the engineering disciplines and includes surveying, public works, construction, and structural engineering.
The South Sixth Street Improvement project won the Oregon ACEC Engineering Excellence Honor Award.
Design and construction work included surface enhancements and water, sanitary, and storm sewer system improvements.
ZCS Engineering & Architecture delivered complete civil engineering services.
ZCS Engineering & Architecture provided design consulting for civil as well as structural components of the newly constructed Klamath Falls Police Station.
This modern facility includes an evidence lab with lockers, exercise room, SWAT armory, meeting room, a computer forensics facility, holding rooms, crime team room, a sally port, and interview rooms.
The Oregon City Bridge was first completed in 1922 and is listed on the National Register of Historic Places.
With its memorable arch, the 745-foot iconic steel bridge crosses the Willamette River.
It carries approximately 12,800 vehicles each day.
ZCS Engineering & Architecture provided construction engineering services and on-site inspections to rehabilitate the landmark Arch Bridge.
ZCS implemented comprehensive retrofitting of the bridge to improve its seismic safety and increase overall stability and longevity.
As the project engineer and chief design consultant, ZCS Engineering & Architecture provided civil engineering for a 115,000 square foot cold storage warehouse and office facility on approximately 5.5 acres.
This was an $8 million project that required coordination with the property owner, the City of Medford Public Works Department, the Medford Water Commission, Bear Creek Valley Sanitary Authority, the City of Medford Fire Marshal, Southern Oregon and Pacific Railroad, and other local municipalities.
