The Engineers and Scientists of California Local 20, IFPTE is a dynamic, democratic, and activist union that represents nearly 8,000 engineers, scientists, licensed health professionals, and attorneys at PG&E, Kaiser Permanente, the US EPA, Legal Aid at Work, numerous clinics and hospitals, and other employers throughout Northern California. Our mission is to work with professional employees to address their concerns through collective bargaining and to advocate for their professional interests.

ESC Local 20 represents nearly 4,000 professionals at PG&E who do vital work to keep the utility safe and modern. Engineers, Estimators, Mapping Technicians, and Project Managers are just a few of the more than 300 represented classifications. More than 1,700 Clinical Lab Scientists and Medical Laboratory Technicians, Optometrists and Optometric Assistants, Genetic Counselors and Coordinators, and Home Health Therapists are proud members of ESC Local 20 and the Labor-Management Partnership.

ESC Local 20 represents a wide variety of licensed professional healthcare workers at public and private sector hospitals, clinics, and other facilities throughout Northern California.

read more › The Executive Board is the governing body of the Union and is comprised of democratically elected ESC Local 20 members. The Executive Board is responsible for upholding the objectives and policies of the Union, as outlined in our Constitution, and carries out any charter provisions of our parent union, the International Federation of Professional and Technical Engineers. Additionally, the Executive Board maintains the ethical and proper use of the Union's treasury and other resources. Executive Board Officers are as follows: President, Secretary-Treasurer, and Vice Presidents from each of the bargaining units of ESC Local 20: PG&E, Medical Professionals Unit, Optometry Unit, and Government, Administrative, Technical Unit.

read more › Nearly 4,000 professionals at PG&E in Northern California from Bakersfield to Eureka, San Francisco to Auburn are proud members of ESC Local 20. Engineers, estimators, mappers, hydro and nuclear generation professionals, project managers, and many more make up the 300+ classifications that do the important work to maintain and modernize the systems and keep the public utility safe. ESC Local 20 is the second-largest union at PG&E. Building on a 50+ year labor-management relationship, PG&E members negotiate strong contracts and participate in Labor-Management committees.

read more › ESC Local 20 provides a Hiring Hall for temporary positions at PG&E in ESC Local 20 represented classifications and gives many qualified applicants a foot in the door to a great career at PG&E. ESC Local 20 and PG&E created the Hiring Hall to extend the high union standards already established in these positions to a new group of employees and to protect against the erosion of quality, full-time positions by the overuse of contractors. Agreement amends Section 13.5 of the CBA to comply with State and Federal regulations governing employee probationary periods when an employee goes out on a local, state, or federal statutory protected leave of absence lasting greater than 30 cumulative days.

As a member of the Coalition of Kaiser Permanente Unions, ESC Local 20 actively participates in the Labor-Management Partnership. Clinical Lab Scientists, Medical Laboratory Technicians, Genetic Counselors and Genetic Coordinators are part of our Union's Medical Professionals Unit.

read more › Joining ESC Local 20 in 1974, Clinical Laboratory Scientists (CLS) at Kaiser Permanente locations throughout Northern California make up ESC Local 20's largest bargaining unit in our Medical Professionals Unit. In 2010, this bargaining unite grew to include the newly created Medical Laboratory Technician (MLT) classification. CLSs and MLTs ensure physicians have the data and information needed to diagnose and treat patients; without them a doctor is just guessing. Through the Kaiser Labor Management Partnership and professional organizations, like CAMLT and PAMET, ESC Local 20 Lab Professionals are committed to advancing, elevating, and increasing understanding of the important work done in Clinical Labs.

read more › In 2017, the newest Kaiser Permanente professionals joined ESC Local 20. Home Health Physical, Occupational, and Speech Therapists are highly trained, expert health care professionals who provide in-home physical, speech, and occupational therapy services. Home Health Therapists are the core of Kaiser's vaunted Early Release After Surgery (ERAS) program which allows patients to recover in the comfort of their own homes as soon as possible. After a year and a half of tense contract negotiations, conducted alongside the national campaign to bring Kaiser back to the table to secure a successor to the expired National Agreement, they now have a voice at work and clear agreement on wages, benefits, and working conditions.

read more › Since 1997, KP and the Coalition of Kaiser Permanente Unions have been part of an innovative relationship that is known as the Labor-Management Partnership (LMP). The LMP involves employees and unions in organizational decision making at every level. The LMP is designed to improve the quality of health care, make KP a better place to work, and expand KP's membership. A central principle of the LMP is that those who do the work every day understand the challenges of the job and can come up with innovative solutions.

Clinical Laboratory Scientists are the most numerous group of healthcare professionals represented by ESC Local 20. Other represented professions include Radiologic Technologists, Registered Nurses, Pharmacists, Respiratory Therapists, Drug and Alcohol Counselors, Physical Therapists, Occupational Therapists, Speech Therapists, and Psychiatrists.

read more › ESC Local 20 represents the Clinical Laboratory Scientists, Nuclear Medical Technologists, and Medical Laboratory Technicians at Valley Medical Center and the Microbiologists in the Public Health Department Lab at Santa Clara County. These medical professionals play an important role for the County of Santa Clara by supporting one of Santa Clara County's trauma centers, participating in teaching hospital training programs, and performing biohazard safety work for our community. In 2019, Santa Clara County purchased O'Connor Hospital and St. Louise Regional Hospital from Verity Health Systems.

read more › ESC Local 20 represents various medical professionals in the clinical labs, pathology, imaging, nuclear medicine, ultrasound, MRI, and scheduling departments with Dignity Health Medical Group. In 2019, the Woodland and Greater Sacramento contracts merged to form a master agreement. Clinical Laboratory Scientists, Clinical Microbiology Scientists, and Medical Laboratory Technicians at St. Joseph's Medical Center and HealthCare Clinical Laboratory in Stockton also organized under this same contract, further expanding our bargaining power.

Clinical Laboratory Scientists & Registered Nurses at PAMF Palo Alto, Fremont, San Carlos, Redwood City, & Los Altos:. Clinical Lab Scientists and Registered Nurses are separate bargaining units with separate contracts addressing each group's unique needs and issues. 20 Oncology and Hematology RNs joined ESC Local 20 in 2017, expanding our geographical representation of health professionals working at PAMF.

read more › Professionals represented by these contracts are part of the Union's Medical Professionals Unit. ESC Local 20 represents Pharmacists, Clinical Laboratory Scientists, Physical Therapists, Occupational Therapists, Medical Social Workers, and Dietitians at the Sutter Santa Rosa Regional Hospital (SSRRH). ESC Local 20 represents Clinical Laboratory Scientists, Laboratory Technical Specialists, Physical Therapists, and Dietitians at Novato Community Hospital. A Sutter Health Affiliate, Novato Community Hospital is a small community hospital that provides inpatient and outpatient services to local residents.

read more › For two years, workers at the American Civil Liberties Union of Northern California (ACLU NorCal) carefully and deliberately came together to secure a voice at work through union representation. The last few months of their organizing campaign coincided with the beginning of pandemic shelter-in-place conditions but with such a strong base already established the pandemic shelter-in-place conditions did not slow down or deter their efforts in the slightest. In 2020, 77 workers at ACLU NorCal voted overwhelmingly to join ESC Local 20 with 75% turnout and 98% voting Union Yes!

read more › Homeless Action Center provides free legal services to unhoused residents of Alameda County and is a bargaining unit of nearly 50 attorneys, advocates, and support staff. When the shelter in place orders came in effect - and HAC professionals had to continue working in the field and in court - the OC decided to put the organizing drive on hold. The campaign resumed in August and quickly reached supermajority. After initially receiving a positive response from the HAC executive director in an effort to win voluntary recognition, negotiations quickly took a turn for the worse.
