Starting as an Orlando-based land planning and engineering firm producing projects for both private and public sector clients, the firm has responsibly but quickly grown to over 60 staff. Our broad project expertise includes stormwater and utility master planning, infrastructure design, planning and design of master planned residential and resort style developments, healthcare and commercial/office developments, roadway design and traffic engineering, parks and amenities, and power supply infrastructure.

In addition to providing civil engineering services, Poulos & Bennett has extensive experience permitting through local, state, and federal agencies; we have developed a significant construction phase engineering division; a skilled Due Diligence analysis and engineering assistance service; and a Government Relations support function.

Jamie Poulos has over 19 years of experience in civil engineering, stormwater management, drainage design, and land development design in both the public and private sectors.
His experience includes due diligence analyses, master stormwater plans, master utility plans, representation at public hearings, and the design and preparation of site civil engineering construction plans for greenfield, urban infill, and redevelopment sites for residential and commercial projects.
He has extensive knowledge of federal, state, regional, and local stormwater and land development regulations.
David Kelly has over 30 years of professional experience, providing comprehensive civil engineering and planning services in both the public and private sectors.
He has managed and coordinated multi-disciplined, multiple design team efforts for all facets of project scope, from planning and Due Diligence to engineering/design and construction administration, for both private and public sector clients.
Land use and zoning documents; preliminary engineering plans and calculations; representing projects at Development Review Boards, Planning & Zoning Boards, City Councils and County Commissions; master planning and final design of infrastructure (potable water, wastewater collection and reclaimed water, roadway networks, stormwater, earthwork, parks and trails; and offsite improvements); permits and approvals through State and Local Agencies (Cities and Counties, Florida Department of Environmental Protection, State Water Management Districts, State Division of Historical Resources, FDOT, Turnpike Authority, ACOE, Fish & Wildlife, FEMA, EPA, and the FAA).
Kathy has more than 25 years of experience as a strategic planning expert, specializing in streamlining the complex process of pre-development applications such as comprehensive plan amendments, planned developments, developments of regional impact, and sector plans.
She is also experienced in the drafting of Development Agreements and Development Orders.
As a recognized expert within the complex world of land planning, Kathy has managed numerous high-profile development and consulting teams, earning a trusted reputation with clients on the local and national stages.
Richard has over 33 years of experience directing numerous Transportation Planning, Traffic Engineering and Roadway Design projects.
This has included Preliminary Roadway Design and Corridor Studies, access management design, major roadway design, intersection design, stormwater management system design and parking lot designs.
These services have been provided to and for public and private clients.
He has managed and coordinated multi-disciplined, multiple design team efforts in support of Major and Minor Highway design projects such as PD&E Studies, Preliminary Engineering Studies and Final Design for state and local agencies.
