Marlin Gochnour leads Civil West with 21 years of professional engineering experience.
He has provided engineering services for private sector and municipal clients as well as the National Park Service. Marlin has carried multiple projects through all stages of the development process; identifying initial concepts, survey, preliminary design, final design, agency approval(s), bidding, construction staking, construction management, and construction inspection.
Marlin obtained a Bachelor of Science degree in Civil Engineering from Boise State University, a Masters of Business Administration from Western Governors University, and is a certified Analytical Lab Technician. During his 24 years as a professional engineer, Matt Wadlington has managed the planning and design for public water, wastewater, stormwater, transportation, and site development projects.

Civil West was contracted by the City of Jacksonville in 2019 to upgrade their existing water system.
The specific improvements on this project included upgrading/replacing existing water distribution lines (completed), pump station mechanical upgrades (in progress), facility access improvements (in progress), pump station emergency power improvements (in progress), and the installation of radio read meters (completed).
These improvements were needed to ensure the community could meet the daily water needs of residents during regular operations, as well as in the event of an emergency.

The City hired Civil West to design a new pump station and forcemain improvements to replace an existing pump station and forcemain.
This pump station receives waste from one of the City's STEP systems and multiple gravity-conveyed basins and conveys the wastewater to another section of gravity line.
In addition we replaced 1,000 lineal foot of 16 sewer main with trenchless technology.
This project was completed in 2020.
Civil West became the Engineer of Record for the City of Winston in 2018.
Since then we have worked on several projects for the city including downtown sewer improvements, the police department sewer main replacement, police department parking lot construction management, and city shop improvements.

The City of Newport contracted Civil West Engineering Services to conduct a stormwater master plan for them in 2013.
This master plan identified substantial deficiencies in the current City's stormwater drainage system.
The deficiencies identified included the drainage basin with outfalls (2 existing at the time), drainage piping, and several culverts.
Due to the deteriorating water quality issues in the existing pipes, Civil West worked with the City's consultant to apply for and received grant money from SRF to help with the upgrades.

Located adjacent to the City is a large landfill operated by Republic Services, which produces a significant leachate stream due to rainfall, groundwater, and leakage.
Currently, Republic Services trucks all leachate to Corvallis, Albany, or Salem for treatment and disposal.
Civil West worked with the City of Adair Village and Republic Services to plan a facility capable of treating both the City's municipal wastewater and the landfill leachate.
