Rule Engineering provides effective solutions to environmental, regulatory and planning regulations for industry. We focus on genuinely understanding our client's and their individual circumstances to customize solutions to address their specific issues. By developing long-term professional relationships with our clients, we are able to provide the solutions that are most sensitive to their needs.

Groundwater contamination due to migration from a natural gas well along natural fractures resulted in benzene and methane in surface water and groundwater. After several years of operating a sparge system with little progress, Rule was selected to provide remediation. Prepared a FMP to comply with the final Standards of Performance for Petroleum Refineries (NSPS Subpart Ja).

The plan provides the specifications of the flare system, documents applicability with the requirements of the regulation and outlines a compliance strategy, and. A containment system was designed under a Consent Order with the WDEQ to prevent off-site migration of contaminated groundwater and LNAPL.
Services
Rule's multi-discipline staff have accomplished a wide range of: projects in the technical areas of environmental planning, permitting and compliance; release response; assessment and remediation of soils and groundwater; and waste management; planning and implementation.
Rule develops specific solutions to meet the technical circumstances of the project and the cultural needs of our client.
Rule has successfully implemented solutions for release response, site assessment, and groundwater and soil remediation.
Groundwater contamination due to migration from a natural gas well along natural fractures resulted in benzene and methane in surface water and groundwater.
After several years of operating a sparge system with little progress, Rule was selected to provide remediation for the site.
Our evaluation concluded that the existing system was not effective and in fact due to the high groundwater flow rates in the aquifer, natural attenuation processes were adequate to control the plume migration.
The case for monitored natural attenuation supported by fate and transport modeling was presented to the COGCC and the proposal to shut off the system and reduce the monitoring program was approved.
Rule Engineering provides site assessment and remediation services drawing on a strong experience base in applying innovative technological strategies and sound scientific principles to develop solutions to environmental contamination problems.
Our specialty is applying Risk-Based Corrective Action (RBCA) strategies beginning in early scoping of the site conceptual model to focus not only the remediation but the site assessment to manage actual or potential risks at the site.
Rule has provided technical services in site assessment and remediation to a wide variety of sectors in the oil and gas industry including E&P, pipeline and transportation, refining, and retail marketing sites.
Air Construction and Operating Permits, Permits by Rule, APENs, various Operations and Monitoring Plans and Compliance Schedules;.
SPCC, ICP, FRP and related Emergency Response Plans, Compliance Schedules, and Training and Drills;.
