Idaho Water Engineering LLC, a veteran-owned small business, was founded in 2009 by David R. Tuthill, Jr. Dave brings 33 years of experience from the Idaho Department of Water Resources including two years as Director.
Mr. Hal N. Anderson joined Dave as a Managing Partner in 2010.
Hal has 30 years of experience with the Idaho Department of Water Resources and the Idaho Water Resource Board.
Since 1999 until his retirement in 2010, Mr. Anderson functioned as Executive Director for the Idaho Water Resource Board.
In this capacity he was a member of the Cabinet of Governor C.L. "Butch" Otter, charged with the responsibility for planning and administration of water resources in the State of Idaho.
The agency consisted of about 200 employees with an annual budget of about $25M.
Prior to that he spent 31 years working through the ranks in a variety of increasingly responsible positions for the agency, in both the State Office and the Western Regional Office.
These assignments provided direct and applied experience in most of IDWR's regulatory and water right programs.
Jones farmed in Southern Idaho in a family operation with his father and brother until 2005 when he was recruited to join Hawaiian Commercial and Sugar, HC&S, in Maui Hawaii as Vice President of Agricultural Services.
HC&S is a 37,000 acre drip irrigated sugar cane plantation.
Jones' responsibilities included all tillage, planting, and weed control operations for the plantation.
Jones' Idaho farming operations included 1,000 acres of irrigated row corps, growing six to eight different crops each year.
Rick Williams is a fisheries ecologist and Research Associate in the Department of Biology at The College of Idaho.
His research and consulting activities focus on the conservation of native steelhead, redband, and cutthroat trout in western North America.
Rick has been active in Columbia River salmon recovery issues since 1987.
Rick and colleagues published a book on Pacific salmon recovery (Return to the River 2006) that describes the century-long decline of Columbia River salmon and steelhead and proposes a new salmon recovery (Return to the River 2006) approach to their restoration.
He specialized in the field of stream channel protection and served as the Statewide Coordinator of the Stream Channel Protection program during the last ten years of his career.
Erv has a Bachelor of Science degree from Boise State University in Industrial Technology, and participated in dozens of continuing education courses over the years to develop proficiency in the emerging science of river ecosystems.
He trained with leading, well-known professionals in the field such as Dr. Don Richmuth and Dr. David Rosgen.
